City of Lancaster Announces Leadership Transition and New Sustainable Energy Initiative

Lancaster, CA. July 9, 2024 – The City of Lancaster is proud to announce a significant leadership transition and the launch of a groundbreaking sustainable energy initiative. Following the Mayor’s and City Council's approval on July 9, Jason Caudle will transition from his role as City Manager on July 10 to become the CEO of Lancaster Energy, a new branch dedicated to sustainable energy solutions with a focus on building a hydrogen economy.

Jason Caudle has been instrumental in positioning Lancaster as a leader in renewable energy. Under his guidance, the City achieved its goal of becoming a net-zero city in 2019, producing more solar power than it could consume. Today, Lancaster is a pioneer in renewable hydrogen deployment, committed to becoming the nation's first hydrogen city through innovative public and private partnerships. Lancaster Energy has an annual revenue of $80 million, with an additional $70 million expected in revenue for hydrogen development. This initiative is about more than just leadership changes; it's about creating jobs, generating revenue, lowering energy costs, and fostering economic development. By focusing on hydrogen energy, we aim to ensure Lancaster’s future and prosperity while achieving our sustainability goals.

Mayor R. Rex Parris expressed his enthusiasm for this strategic move: "This transition marks a new era for Lancaster. Jason Caudle's visionary leadership in sustainable energy has already transformed our city, and as CEO of Lancaster Energy, he will drive us to unprecedented heights. Our commitment to becoming the first hydrogen city is a testament to our dedication to innovation and environmental stewardship. To meet our goals, there needs to be a greater focus and time dedicated to the growth of sustainable energy."

Trolis Niebla, the current Assistant City Manager, will take over as City Manager. "Trolis has been a vital part of our team and is well-prepared to lead our city into this new era, said Mayor Parris. "His extensive experience and dedication to our community ensure a smooth transition and continued progress. Under Niebla’s leadership, the City will complete hundreds of millions of dollars in infrastructure projects."

Vice Mayor Marvin Crist shared his support for the transition: "The City Council's approval of this leadership transition underscores our confidence in Jason Caudle and Trolis Niebla. Jason's move to Lancaster Energy will accelerate our renewable energy goals, while Niebla's expertise and leadership will guide Lancaster through these major and critical infrastructure upgrades. It was clear not one person could do it all and do it well. Understanding what is on the horizon sets the City up for success."

Trolis Niebla, P.E., M.S., has over 20 years of experience in civil engineering. He has overseen critical infrastructure projects and ensured Lancaster's growth and vitality. His commitment to infrastructure development aligns perfectly with our city's goals.

Trolis Niebla commented on his new role: "I am honored to step into the role of City Manager and continue our city's journey of completing some of the city’s largest infrastructure projects. This has been my home since childhood, and the Council has set a remarkable foundation. I look forward to setting on a path of smart growth during this unprecedented economic development within the City. I look forward to building on the legacy that has been set and serving the people of Lancaster."
