Trolis Niebla is a distinguished professional civil engineer and the Assistant City Manager for the City of Lancaster, a role he has held since October 2020. Niebla oversees some of the City's largest infrastructure projects, including PARCS, Public Works, Community Development, and the City Clerk's office, ensuring that these critical areas function seamlessly and contribute to the City's growth and vitality.

With over 20 years of experience in various facets of civil engineering—including land development, grading, drainage, hydrology, geotechnical, street design, traffic engineering, project and construction management, and building & safety review—Niebla's expertise and dedication have been instrumental in shaping the communities he has served.

Before his current role, Niebla served as the City Engineer for Lancaster from August 2016 to October 2020. His tenure in this role was marked by notable accomplishments such as the creation of the North Los Angeles County Transportation Coalition Joint Powers Authority, the development of the City's Master Plan of Complete Streets, and the implementation of the Safer Streets Action Plan. These initiatives reflect his commitment to enhancing infrastructure and ensuring the safety and efficiency of Lancaster's transportation systems.

Niebla began his career as a Junior Engineer with MACTEC in 2000 before transitioning to the public sector in 2001 with the LA County Department of Public Works. He then served in various engineering roles at the City of Santa Clarita, progressing from Assistant Engineer to Senior Engineer over an 11-year tenure. His extensive experience in these roles provided a solid foundation for his leadership positions in Lancaster.

He holds a Bachelor's degree in Civil Engineering and a Master's degree in Geotechnical Engineering from the University of California, Los Angeles (UCLA).

Beyond his professional achievements, Niebla is dedicated to his family. He cherishes time spent with his wife and their three children. An avid outdoor enthusiast, he enjoys camping, watching sports, and riding his bikes.
